RobRobert J. DeGiorgio, P.E.

The firm is pleased to announce the promotion of Robert J. DeGiorgio, P.E. to the position of Vice President of D&B Engineers and Architects, P.C., effective July 2012.

Rob has over 20 years of experience in environmental engineering design and management of industrial, sanitary and remediation projects for both the public and private sector.  His technical expertise encompasses sanitary, remediation and process design; storm water management; construction; and operations and maintenance.  For the past six years, he has managed D&B’s White Plains office and provided services throughout the Hudson Valley on the County level and for a number of the local Towns and Villages.  Rob is a proven leader with over 17 years’ experience supervising a staff of multi-disciplined engineers, scientists and construction inspectors on a variety of land development, wastewater, storm water and municipal projects.  He acts as a client and regulatory agency liaison responsible for managing schedules and budgets, and ensuring overall project satisfaction.  Rob offers our clients that unique blend of experienced management and strong technical “know-how” and is often called upon to make public presentations on a variety of different project topics.  Rob is also the Chair of the New York Water Environment Association’s Lower Hudson Chapter.

EllenEllen R. DeOrsay

The firm is pleased to announce the promotion of Ellen R. DeOrsay to the position of Senior Associate of D&B Engineers and Architects, P.C., effective July 2012.

Ellen has a Bachelor of Science Degree in Environmental Studies from Skidmore College and a Master of Science Degree in Environmental Management from the University of Houston – Clear Lake.

Ellen joined the firm in 2001, bringing with her over 12 years of experience in hazardous waste management, oil spill response training and maritime transportation.  She works with the Environmental Remediation and Multimedia Compliance Division and has managed a broad range of projects including multimedia compliance audits at a variety of facilities including hospitals, universities, manufacturing facilities and fleet maintenance facilities; hazardous waste permit renewals; chemical and petroleum storage tank inspections; spill prevention, control and countermeasure plans; and facility and vessel security plans.  She has also had a lead role in the preparation and presentation of several specialized environmental regulatory training programs.

As a Senior Associate with D&B, Ellen will continue to support the “day-to-day” activities within the Environmental Remediation and Multimedia Compliance Division, as well as serving as client liaison on a large number of ongoing and new projects.

MattMatthew R. DeVinney, P.E.

The firm is pleased to announce the promotion of Matthew R. DeVinney, P.E. to the position ofSenior Associate of D&B Engineers and Architects, P.C., effective July 2012.

Matt has a Bachelor of Science Degree in Chemical Engineering from Cornell University, a Masters of Engineering Degree in Environmental Engineering from Manhattan College and is a Professional Engineer licensed to practice in New York State.

Matt joined the firm in 2002 and has over 10 years of experience in environmental engineering.  His specific experience includes permitting and compliance related to the management of hazardous and nonhazardous waste, air permitting and atmospheric dispersion modeling, spill prevention and planning, petroleum and chemical bulk storage inspection, remedial investigation, remedial design, and wastewater treatment.  Matt works in the firm’s Environmental Remediation and Multimedia Compliance Division managing and implementing a variety of projects, including air monitoring and soil management at a number of significant construction sites, providing engineering support to a number of large scale New York State Superfund and RCRA Corrective Action Sites, as well as an ongoing project involving the development, evaluation and design of refuse removal solutions at a college campus.

As a Senior Associate with D&B, Matt will continue to support the firm’s Environmental Remediation and Multimedia Compliance Division through the management and implementation of ongoing and new projects.

FrankFrank DeVita

The firm is pleased to announce the promotion of Frank DeVita to the position of Senior Associateof D&B Engineers and Architects, P.C. effective July 2012.

Frank has over 15 years’ professional experience in environmental project management, with particular emphasis on the technical development and implementation of various investigation, remediation and construction programs for sites with recognized environmental concerns pursuant to federal, state and local regulatory requirements.  Since joining the firm’s Environmental Remediation and Multimedia Compliance Division in 2001, Frank has successfully managed a broad range of projects for numerous private and public sector clients involving hazardous waste site investigation, remediation, construction management and performance monitoring; Brownfields site assessments; municipal landfill closure design and construction management; as well as Phase-I and Phase-II environmental site assessments.  Throughout his career, Frank has also established an extensive working relationship with federal and state regulatory agencies, including the United States Environmental Protection Agency, New York State Department of Environmental Conservation and New York State Department of Health.

As a Senior Associate, Frank will continue to serve as the Division’s remedial design group manager.   Frank will also continue to serve as a client and regulatory liaison responsible for management and implementation of on-going and new projects ensuring overall project satisfaction.

Michele Mastrangelo

The firm is pleased to announce the promotion of Michele Mastrangelo to the position of Associate of D&B Engineers and Architects, P.C., effective July 2012.

Mr. Mastrangelo graduated with a Laurea (Masters) Degree in Environmental Engineering  from Politecnico di Torino, Italy, and is a Licensed Professional Engineer in Italy.

Michele has over seven years of experience in the design and upgrade of municipal and industrial wastewater treatment plants and pumping stations.  Michele is currently the Project Engineer for D&B on the NYCDEP’s Gowanus Facilities Upgrade.

As an Associate with the firm, Michele will continue to take on the engineering design assignments associated with the Wastewater Division’s most complex projects.

LizElizabeth Sam

The firm is pleased to announce the promotion of Elizabeth Sam to the position of Proposal Director of D&B Engineers and Architects, P.C., effective July 2012.  Her primary responsibilities in this new role involve supervising the Marketing Department staff, while managing the various diverse aspects of the proposal development process, including creating effective strategies in response to technically complex RFP solicitations and assisting with identification of teaming partners.

Ms. Sam will ensure that each proposal is completed on time in an efficient manner.  She will also continue to provide her unique expertise as the Marketing Department’s Technical Writer, working closely with the Division Principals on strategic proposal efforts for agencies such as the NYCDEP, NYCDDC, NYSOGS, DASNY and SCDPW.  Armed with her planning, organizational, analytical and managerial skills, Liz will maintain the smooth and efficient operation of the overall proposal process.
