D&B has been providing grant administration and project management professional services for the City of Glen Cove. This includes major transportation projects funded by Federal and State sources, including the Glen Cove Ferry Terminal Building and the Reconstruction of Herb Hill/Garvies Point Road, also known as the Waterfront Connector. These projects are funded by a combination of various Federal Highway Administration programs administered by the New York State Department of Transportation and capital funding programs through Empire State Development.
These projects include a number of ADA compliant pedestrian/cyclist improvements, in conjunction with linkages to the waterfront Esplanade and connectivity to the City’s downtown. With the addition of future shuttle buses to service the three Long Island Rail Road stations in the vicinity of Glen Cove’s downtown, the Esplanade and Waterfront Connector will both support multi-modal linkages to the $1 billion Garvies Point mixed-use development planned for the waterfront. Both projects support sustainable redevelopment of remediated former Superfund and Brownfield sites.
D&B has ensured compliance and coordination with involved granting agencies and Nassau County, while closely monitoring the activities of the involved consultants to maintain adherence to project budgets and schedules. This includes, but is not limited to the following tasks: the review of consultant deliverables and invoices; the preparation of required vouchers and accompanying paperwork for reimbursement; contractual preparation and management; preparing scopes of work for procurement of professional services; preparation of bid letting and award documentation; adherence to all Federal and State guidelines and procedures; performance of project and grant close-out procedures in accordance with existing deadlines and requirements; coordination with involved funding agencies, developers, consultants and attendance at related meetings.
As part of this effort, D&B has written and supported development of a number of grant applications for the City of Glen Cove including those for the NYSDOT Strategic Transportation Enhancement Program (STEP), the U.S. DOT TIGER Program and the New York State Consolidated Funding Application (CFA). The CFA D&B prepared for the Glen Cove Waterfront Connector was awarded $2.5 million in ESD Capital Funding in late 2013.
