Mr. Henry J. Chlupsa, P.E. is the President of D&B. He has over 45 years of experience related to the design and construction management of wastewater collection and treatment facilities. He has specialized in the planning, design and construction management of numerous civil and environmental engineering projects where he has directed both technical and environmental staff on a broad range of projects.

In all these assignments, Mr. Chlupsa was involved with client liaison, manpower scheduling, contract budget control, coordination with various agencies and other tasks that are necessary for effective project management. Mr. Chlupsa has been personally responsible for creating and maintaining several of D&B’s most rewarding and long-lasting client relationships, some of which have been in-place for almost 50 years.

Mr. Chlupsa has the authority, knowledge, interest, commitment and passion to commit the entire D&B operation to the success of any given project and bring it to the next level of excellence. He is also an active member of several professional societies, including the American Society of Civil Engineers, New York State Society of Professional Engineers and the Water Environment Federation.

Mr. Steven A. Fangmann, P.E., BCEE is the Executive Vice President of D&B. Mr. Fangmann has over 40 years of professional experience in civil and environmental engineering with special expertise in wastewater facilities planning and investigations, as well as with detailed designs of municipal water and wastewater treatment plants and sewer systems.

He has extensive experience in all aspects of municipal environmental engineering in both private and public practice. He presently directs the firm’s General Engineering work for a number of major clients, including Nassau County Department of Public Works (NCDPW), Camden County Municipal Utilities Authority (CCMUA) and Passaic Valley Sewerage Commissioners (PVSC). Mr. Fangmann is familiar with the unique needs of water and wastewater treatment plants and is able to skillfully coordinate with D&B’s project team, client personnel and the proper contractors to implement the necessary methods to address concerns while meeting or exceeding project schedule milestones. Mr. Fangmann is an active member in a number of professional societies involving water and wastewater management, and is presently serving as President of the New York Water Environment Association (NYWEA).

Mr. Robert J. DeGiorgio, P.E., CPESC is a Senior Vice President at D&B with over 23 years of experience in project management, and mechanical, civil and environmental engineering work. In addition to being a Professional Engineer, he is a Certified Professional in Erosion and Sediment Control (CPESC) and a Certified Professional in Storm Water Control.

At D&B Mr. DeGiorgio has the responsibility of leading and managing a staff of multi-disciplined engineers on medium-to-large design and construction projects for a variety of land development, municipal and water projects. His experience includes environmental, mechanical design, bulkhead and hazardous waste remediation projects for the NYCDEP, Westchester County, the Cities of Long Beach and Ramapo, as well as for private and industrial clients. His technical expertise encompasses wastewater, remedial and process design, water supply, construction, startup, operations and maintenance and storm water management. He is also the supervising principal of D&B’s White Plains, New York office.

Mr. DeGiorgio has advanced project management training, giving him the insight to effectively manage all aspects of a complex project, including both planned events and crises, and to complete these projects within budget and time constraints. He is actively involved in several professional societies including the Water Environment Federation (WEF), the American Society of Civil Engineers (ASCE) and the Professional Institute of Engineering (PIE). Mr. DeGiorgio is currently on the Board of Directors of the New York Water Environment Association (NYWEA).

Mr. Steven M. Dudar, P.E. is a Senior Vice President at D&B with over 30 years of experience as a Civil Engineer. He is a Professional Engineer licensed in both New York and New Jersey. Mr. Dudar’s expertise is in all construction-related matters including policy, personnel affairs and budget issues.

His extensive experience includes 27+ years of field construction and engineering work for the New York City Department of Environmental Protection (NYCDEP) in various positions including Executive Construction Manager, Site Project Manager/Resident Engineer and Chief of the Bureau of Engineering Design and Construction’s (BEDC’s) Engineering Standard Division. As Chief of Engineering Standards, he developed business practices to improve NYCDEP’s capital delivery processes and Standard Operating Procedures for Construction Managers and was in charge of QA/QC audits. His responsibilities have included construction management of the Newtown Creek Water Pollution Control Plant (WPCP) upgrade, Bowery Bay upgrade, 26th Ward WPCP upgrade, Croton Filtration Plant, Owls Head upgrade, Hillview Reservoir projects and the Avenue V Pump Station and force main combined sewer overflow project. Mr. Dudar operates both in D&B’s Woodbury, Long Island headquarters and White Plains, New York office. He is an active member of the Construction Management Association of America (CMAA).

Mr. Dennis F. Koehler, P.E. is a Senior Vice President at D&B with over 40 years of experience. Mr. Koehler has devoted most of his career to providing services to clients on projects related to wastewater, water supply, civil, environmental and heavy construction management. Particularly, Mr. Koehler possesses invaluable knowledge, experience and expertise in all phases of design and construction of major wastewater treatment facilities involving pumping stations, force mains and other related components.

He is the best of the best when it comes to pumping station upgrades, and his most noteworthy client has been the New York City Department of Environmental Protection (NYCDEP), for whom he has performed investigations, designs, DSDC, CM, startup and troubleshooting at over 57 NYCDEP pumping stations. Mr. Koehler has also been the lead Project Director on several Construction Management (CM) contracts on which he has been responsible for day-to-day management and oversight of a staff of Resident Engineers, inspectors and administrative personnel assigned to a variety of construction projects. Mr. Koehler is an active member in a number of professional societies involving water and wastewater management, including the New York Water Environment Association (NYWEA), the Water Environment Federation (WEF) and the American Water Works Association (AWWA).

Mr. Joseph H. Marturano is a Senior Vice President at D&B with over 35 years of experience in the planning, design and construction management of wastewater treatment facilities, possessing specific expertise in plants, sewers, pumping stations and water treatment systems. Mr. Marturano primarily heads D&B’s odor control projects, and his odor abatement experience includes assessments, studies, air dispersion modeling and permitting, feasibility studies and cost-effective analyses of alternative odor control technologies, community relations programs and design and construction services.

Mr. Marturano provides D&B staff members with the proper guidance needed during design and construction, coordinates progress meetings, formulates construction schedules, ensures Quality Assurance/Quality Control, and has the experience necessary to effectively and fairly resolve any labor disputes during construction. Mr. Marturano is also responsible for the firm’s trenchless technology projects for which the firm has been ranked nationally as a “Top 50 Trenchless Technology Design Firm.”

Mr. Marturano has authored papers and has prepared and participated in several presentations to the Water Environment Federation and Rutgers University. He is also an active member in several professional societies, including the New York Water Environment Association (NYWEA), the American Society of Civil Engineers (ASCE), and the American Society of Mechanical Engineers (ASME).

Mr. William D. Merklin, P.E. is a Senior Vice President at D&B with over 22 years of experience as a Civil Engineer. He is a Professional Engineer licensed in both New York and California. Mr. Merklin specializes in the design and construction of water projects and has project experience in master planning and preliminary design for water supply and wastewater treatment and is also involved in construction oversight and inspection.

He has designed and prepared plans and specifications for the construction of water mains, packed tower aeration systems, well house pumping stations, iron and manganese filtration facilities, water storage tanks, chemical storage facilities, municipal swimming pools, chlorine contact basins, process piping, sanitary sewers, sewage sludge digesters and digester gas management systems. Mr. Merklin’s responsibilities include technical and economic evaluations, preliminary engineering, construction cost estimates, preparation of engineering reports, permits and applications to regulatory authorities, technical evaluations and reporting to the client. His project experience includes work for the Westchester Joint Water Works (WJWW), Roosevelt Field Water District, Manhasset-Lakeville Water District, Westchester County Airport, Village of Mineola and the Long Island American Water Company. Mr. Merklin is an active member of the American Water Works Association (AWWA) and the Long Island Water Conference (LIWC).

Mr. Robert L. Raab, P.E., BCEE, CCM is a Senior Vice President at D&B with 35+ years of experience as a Civil and Environmental Engineer. He is a New York State-licensed Professional Engineer, and is Construction Management Association of America (CMAA)-certified.

Mr. Raab is an expert in public water supply systems with a wide range of experience in Long Island water supply systems and New York City Department of Environmental Protection (NYCDEP) construction management projects. Formerly the City of Long Beach’s Commissioner of Public Works/City Engineer, Mr. Raab oversaw all rehabilitation, improvement and replacement activities related to the City’s raw and potable water systems. At the USEPA, Mr. Raab assisted in the development of the Superfund Program and became the Region 2 Section Chief – Superfund Program, New York Remediation. At D&B, Mr. Raab has been the Construction Manager and Resident Engineer on high-profile NYCDEP projects, has developed technical proposals and cost estimates and has performed construction management-related activities on a variety of high-visibility projects. He has also developed large-scale feasibility reports on pipe and utility construction, including water mains, and has provided technical expertise related to reduction of Combined Sewer Overflow (CSO) discharges. Mr. Raab’s professional affiliations include the Construction Management Association of America (CMAA), the American Public Works Association (APWA), the National Society of Professional Engineers (NSPE), the Water Environment Federation (WEF) and the Engineering Honor Society Chi Epsilon.

Mr. John Schreck, P.E. is a Senior Vice President at D&B with over 23 years of diverse engineering design and construction management experience in the civil, environmental, solid waste, transportation and highway engineering disciplines. As Senior Vice President of D&B, he oversees technical activities and is responsible for the overall strategic direction and management of D&B. He also serves as either principal-in-charge or quality assurance/quality control advisor on major projects. An accomplished leader in the region’s design and construction industry, Mr. Schreck has led many major/complex construction projects. He is a Professional Engineer licensed in New York, New Jersey, Florida, Pennsylvania, Massachusetts, Rhode Island, and Connecticut.

Mr. Schreck’s responsibilities also include the coordination of engineers, drafters, planners, environmental scientists, and client liaison.  He is also responsible for civil engineering on several municipal engineering projects involving bridge, road and stormwater infrastructure improvements, site development and downtown area improvements. His experience helps to ensure that each project is completed on time and within budget. Mr. Schreck has technical expertise in issues relating to stormwater management, roadway/highway/sewer/traffic design and construction management, shoreline protection, wastewater concepts, and he has extensive experience with coastal and waterfront engineering.

Mr. Brian M. Veith, P.E. is a Senior Vice President at D&B with over 25 years of experience in environmental engineering including remedial investigations, feasibility studies, site assessments, remedial designs and environmental compliance. He is a Certified Asbestos Project Designer, is OSHA-certified for both Hazardous Waste and Construction and has Confined Space Entry training.

His specialty is multimedia environmental compliance, ensuring that all applicable federal, state and local regulatory requirements are met for each project. As the Assistant Division Director and the Senior Licensed Professional in the Environmental Remediation and Multimedia Compliance Division, Mr. Veith’s primary responsibilities include ensuring the technical integrity and quality of all documents that are prepared by the Division, particularly those that must be sealed by a licensed Professional Engineer pursuant to the New York State Education Law. He has extensive experience providing environmental compliance services to major industrial clients in the tri-state area, and has expertise regarding the Resource Conservation and Recovery Act (RCRA) and Hazardous and Solid Waste Amendments, Safe Drinking Water Act, Clean Water Act, National Pollutant Discharge Elimination System, Part 280 Underground Storage Tank Regulations, Superfund Amendments and Reauthorization Act, Underground Injection Control Program, Toxic Substances Control Act, Clean Air Act, Federal Insecticide, Fungicide and Rodenticide Act, Emergency Planning and Community Right-to-Know Act and the Oil Pollution Act – Facility Response Plan and Operations Manual.

Mr. Richard M. Walka is a Senior Vice President with D&B and Director of the Environmental Remediation and Multimedia Compliance Division. Mr. Walka’s professional environmental career spans almost 40 years, and his experience includes project direction and management functions associated with remedial/site investigations, remedial design and remedial construction services in support of the Superfund program for the New York State Department of Environmental Conservation, as well as various other Superfund and RCRA assignments for a broad spectrum of private sector clients.

In addition, as part of his “day-to-day” responsibilities at D&B, Mr. Walka is responsible for directing and managing the firm’s Multimedia Compliance practice for small, mid-size and large commercial and industrial facilities. Throughout his multi-faceted career, Mr. Walka has gained experience in many environmental arenas, including research and development facilities, hospital/healthcare institutions, colleges and universities, commuter railroad operations, airports and public and private transportation entities, among many others.

Mr. Walka is ultimately responsible for the technical integrity, budget, schedule and overall quality of all client work products and deliverables associated with assignments within his Division at D&B. He is directly responsible for approximately 40 professional employees and over $5 million of annual net revenue for the firm. Professional societies that Mr. Walka is actively involved with include the Water Environment Federation, the Association of Environmental Professionals and the National Brownfields Association.
