Robert L. Raab, P.E.
A member of D&B’s Wastewater Collection and Treatment Division, Mr. Raab has over 35 years of environmental and civil engineering experience on the federal and local government level. His experience in the pubic sector includes serving with the USEPA – Region 2, both as a Project Manager with the Environmental Impacts Branch (6 years) and as Section Chief with the Superfund Program (6 years), and later with the City of Long Beach (22 years) where he held the position of Commissioner of Public Works/City Engineer.
Mr. Raab is experienced with the planning, design, and construction of a wide variety of infrastructure projects related to wastewater, water supply, roadways, drainage, solid waste, parks, bulkheading, municipal buildings, and erosion control, among numerous others. Mr. Raab will apply his diverse experience to an equally diverse range of D&B projects, primarily in the areas of wastewater, drainage, and civil engineering.

Peter M. Termine, P.E.
D&B is pleased to welcome Peter Termine to our Water Supply Division. Mr. Termine is an experienced Civil Engineer with particular experience in the evaluation, design, construction, and maintenance of water supply facilities, including municipal and industrial projects. Mr. Termine has also worked on projects including water supply infrastructure rehabilitation, wastewater treatment, and collection facilities projects. He has designed and prepared plans and specifications for the construction of water storage tanks, water transmission mains, water filtration plants, water disinfection and treatment facilities, municipal swimming pools, sanitary sewer collection systems, sewage treatment plant upgrades, storm water drainage, and water supply and wastewater systems. Mr. Termine’s experience also includes construction inspection and review.
As part of the above projects his tasks included engineering and economic evaluations, engineering studies, preparation of engineering reports, construction cost estimates, preparation of permit applications to regulatory agencies, engineering evaluations, and reporting to the client. As part of our Water Supply Division, Mr. Termine will be assisting with the design and construction of various water supply projects.

Arnold D. Palleschi
D&B is pleased to welcome Arnold Palleschi to our Water Supply Division. Mr. Palleschi previously served as the Commissioner for the Town of Hempstead Department of Water. He was responsible for planning, developing, coordinating, and implementing departmental programs, policies and procedures, as well as jurisdiction over personnel matters. Duties incorporated administration of the department budget, monetary, and fiscal policies. His responsibilities in the Water Department included overseeing construction, operation, and maintenance of the water pumping, treatment, and distribution systems for a large Department consisting of six water districts under the sole jurisdiction of the Hempstead Town Board. He developed and implemented, on an ongoing basis, a 5-year capital improvement program for the upgrading and modernization of department facilities.
Prior to his work in the Water Department, Mr. Palleschi was Commissioner of the Town of Hempstead Department of Conservation and Waterways. Arnold Palleschi is an active member of several AWWA committees and will be assisting the Water Supply Division with various water treatment design tasks.

Robert J. Farmer, P.E.
D&B is pleased to welcome Bob Farmer to our Water Supply Division. Mr. Farmer has 35 years of experience in the field of water quality and engineering, having previously worked for the Suffolk County Department of Health Services. As Supervisor of the Bureau of Drinking Water, his primary responsibility was ensuring that all aspects of the Federal EPA, New York State Department of Health, and Suffolk County Regulations and Sanitary Codes were carried out by the public water suppliers in Suffolk County. Mr. Farmer was responsible for overseeing regulatory compliance for 32 community and 300 non-community public water supplies, overseeing yearly site inspections and sanitary surveys for all public supply wells in the county, as well as yearly water quality sampling of every well and monthly distribution surveillance sampling. This oversight encompassed review and approval of plans and specifications for all construction and renovations proposed by these water supplies. Robert Farmer has been preparing detailed plans and specifications as well as providing construction services for the construction of new wells and water mains at various locations.
