D&B Engineers and Architects, P.C. (D&B) is pleased to announce that, as of February 27, 2017, we have acquired McClave Engineering, P.C. (MCE). Our combined company will continue to perform the personal, outstanding engineering services for municipal and private clients, under the D&B name.
Since its incorporation in 1997, MCE’s strength and expertise predominantly lie in providing comprehensive Mechanical, Electrical and Plumbing (MEP), as well as Fire Protection design services. These services have been successfully applied through numerous years on projects for institutional, commercial, medical and retail spaces, including school districts, colleges, libraries, office buildings, medical offices, chain restaurants, and retail stores.
For two decades, MCE has exemplified a philosophy geared toward building and maintaining long-term relationships with their clients, which will be carried forward as the foundation of a new MEP division at D&B. D&B of course shares these same ideals, and we look forward to working with the talented professionals from MCE and believe this acquisition will provide the nucleus for a new era of unparalleled growth for D&B.
As such, our newly combined company now affords our Project Managers the ability to offer a larger range of services to our clients, unmatched resources for our design professionals, as well as an increased efficiency in bringing our projects to completion.
Furthermore, MCE’s corporate office located in Hauppauge, New York, will not only be maintained but expanded to provide D&B with a Suffolk County presence, further supporting our continued growth in the coming years.

James G. McClave, P.E.
James McClave is a NYS licensed Professional Engineer and retired Lt. Colonel of the United States Marine Corps. He holds a Masters of Science in Environmental Engineering from SUNY Stony Brook and a Bachelor of Science in Buildings Construction Engineering from Renssaelaer Polytechnic Institute. His professional experience ranges from the State level, with the State of New York Division of Architecture; the County level, with the Suffolk County Department of Public Works; and Town level, with the Town of Smithtown Highway Department. Before joining the D&B team, James founded MCE, a multi-discipline consulting firm with a focus on MEP engineering, and McClave Construction Management, LP, a client-focused project management firm that successfully governed projects across Long Island.
Eric Marchand, P.E.
Eric Marchand is a New York State licensed Mechanical Engineer and graduate of Farmingdale State College. Eric has eighteen years of experience in the design and inspection of MEP and fire protection systems for educational and institutional facilities, as well as commercial, retail and medical office spaces throughout the tri-state area. He enjoys collaborating with architectural and engineering teams to prepare energy and cost efficient designs that blend seamlessly into the aesthetic of new and existing buildings.
Matthew G. Purgar, E.I.T.
Matthew Purgar holds a Bachelor’s degree in Mechanical Engineering from Polytechnic University (now NYU Poly) and nearly 20 years of experience in all aspects of commercial construction and MEP engineering from private homes in the Hamptons to tenants build-outs at Brookfield Place Mall in lower Manhattan to public schools through Suffolk and Nassau counties. Focusing primarily on HVAC design but also capable in Electrical, Lighting and Plumbing disciplines, together with minor experience in Architecture, Civil Design and Construction Administration, Matt provides a holistic point of view that helps any project come together.
Phillip Dumbainski, E.I.T.
Phillip Dumbainski holds a Bachelor of Science degree in Architecture from SUNY Buffalo and has 11 years of MEP design and management experience with a talent for plumbing/wastewater design and dexterity in HVAC, Electrical, Lighting, Fire Protection and Architecture. Phil has designed projects throughout the tri-state area which include build-outs of medical office spaces in Port Jefferson, the design and management of construction of dormitories at Stony Brook University, the redesign of kitchen/cafeteria spaces at Mercy College and Sunken Meadow State Park, as well as new construction and tenant build-out of food service retail space throughout Manhattan and Long Island. Phil’s design expertise also extends to additions and alterations to numerous libraries and public schools throughout Suffolk County. With Phil’s versatile experience, he has the ability to take a project from preliminary design to construction completion while unifying both aesthetics and function.
Robert Anderson is a versatile and resourceful professional that brings thirteen years of experience in Business Management and Client Relations as well as 5 years of Full Charge Bookkeeping and Accounting experience. Prior to joining D&B, Robert was in charge of creating and implementing project management protocols to renew efficiency and productivity, while maximizing profit as Operations Manager with MCE. He finds the challenge of applying cost analysis techniques to evaluate effectiveness on projects rewarding, and looks to ensure the expertise and quality D&B brings to each project is highlighted as he looks to expand the D&B presence in the Capital Region.
Maryann Zumpano holds a Bachelor’s degree in Business Administration from SUNY Empire State College. She is also a New York State licensed Notary Public. Maryann worked from 1990 to 2000 as the Region 10 (Hauppauge) Assistant for the New York State Archives Department, servicing local school districts and municipalities with records management and training. Since then, she has managed the business office for MCE and McClave Construction Management. Maryann has many years of commitment to her community with fifteen years of service as a trustee of the Smithtown Central School District and now serves as a trustee for the Western Suffolk BOCES district.
