Philip R. Sachs, P.E.Specialty: Water Supply
Philip R. Sachs, P.E., Senior Vice President of D&B, has built a distinguished career in civil and environmental engineering. He provides comprehensive project leadership, spanning permitting, compliance, constructability, stakeholder engagement, and construction oversight. For almost 30 years, he has overseen multidisciplinary teams of engineers, architects, and inspectors, delivering complex infrastructure projects on time, within budget, and in alignment with strict regulatory and safety standards.
Specializing in water supply, treatment, and distribution systems, Mr. Sachs has led projects ranging from AOP facilities for removal of 1,4-dioxane, PFOS, and PFOA, to the rehabilitation of large-scale water storage tanks and complex transmission main projects. His experience includes roadway and drainage improvements, marine bulkhead systems, stormwater management programs, municipal fleet infrastructure, and long-term water supply planning. His work has supported clients such as the Town of Hempstead, Town of Oyster Bay, Liberty Utilities, and numerous Long Island water districts.
Mr. Sachs is an active member of the American Water Works Association (AWWA) and Long Island Water Conference (LIWC).
