From a single office on Long Island that was rooted in wastewater engineering and environmental sciences, we have established ourselves to be one of the region’s top multidiscipline firms.
We have since grown to be a team of architects, engineers, construction managers, environmental professionals and various other industry experts. Our firm serves a broad range of markets throughout seven offices in three states and emphasizes collaboration both internally and with clients to ensure we develop a unique understanding of the physical and built environment.

Our History
William F. Cosulich Associates was founded in 1965 with merely four employees, a small office on Long Island and a primary focus on wastewater engineering. Two of those four employees were Miroslav Dvirka and Nicholas Bartilucci who, in 1971, became partners and renamed the firm Dvirka and Bartilucci Consulting Engineers (D&B).
With a handful of individuals and a vision of success that emphasized client satisfaction, the firm thrived under the D&B name and our presence became more significant with each passing year. D&B has since gone on to become an industry leader and has expanded its practice areas to include architecture, hazardous waste management, civil engineering, environmental studies and permitting, construction management, structural engineering and MEP engineering.

Established in 1980 and located in Trevose, PA, D&B/Guarino Engineers, LLC specializes in engineering services for water, wastewater, industrial waste and public works projects. D&B/Guarino’s extensive wastewater treatment and water pollution control design experience also includes operation of wastewater plants during major upgrades. D&B Environmental Associates, LLC
D&B Environmental Associates, LLC was founded in 2005 to support a unique initiative to develop meaningful, effective, and practical solutions to improving Puerto Rico’s water quality. The initiative centers on the Río Grande de Loíza and Río La Plata watersheds that supply drinking water to approximately 40% of Puerto Rico’s population.
