Theodore S. Pytlar, Jr. has over three decades of experience leading resource recovery, recycling, and various other solid waste projects across the country. Having worked with over 25 agencies and private firms nationwide, Mr. Pytlar’s expertise covers every aspect of solid waste management, including feasibility analyses, site selection, procurement, contract negotiations, economic and financial analyses, and development of comprehensive waste management programs. Prior to joining D&B, Mr. Pytlar served as the Director of the Division of Solid Waste Management for Essex County, New Jersey and also served as Solid Waste Coordinator for Morris County, New Jersey.
