Becomes Fourth President in firm’s 52-year history
D&B Engineers and Architects, P.C. (D&B), was founded in 1965 and has had only three presidents until now. The full-service engineering, architectural and construction management firm has announced that Steven A. Fangmann P.E., BCEE, has been named the organization’s fourth president.
Mr. Fangmann brings a lifetime of distinguished professional service to the new position. In his day-to-day role as President, Mr. Fangmann’s responsibilities will include broad level executive leadership over all areas of the firm, including technical competence, quality standards and financial supervision. Mr. Fangmann will also implement several major new initiatives with emphasis on excellence, business ethics, and the accomplishment of infrastructure projects in the most environmentally acceptable, safe and cost conscious manner.
“New technologies and innovations are constantly changing the way we live,” Mr. Fangmann observed, “and this continual motion is opening doors at D&B for new and broader services. We utilize an integrated approach with a very wide range of technical specialties. Our strategic plans include expansion of the firm’s architectural profile into burgeoning and evolving markets, and we will continue to place emphasis on developments in environmental reviews and impact statements, as well as wastewater engineering and remedial infrastructure design.”

Having received his undergraduate B.C.E. (Bachelors of Civil Engineering) and M.E.E (Masters of Environmental Engineering) degrees from Manhattan College (Riverdale, NY), Mr. Fangmann holds professional licenses in New York, New Jersey, Michigan, Florida, Pennsylvania, Connecticut and Rhode Island. Mr. Fangmann joined the firm as Vice President in 1996.
Mr. Fangmann’s prior background includes 16 years of municipal service at Nassau County Department of Public Works, where he supervised all aspects of wastewater and water engineering from planning and design, to construction and operation.
As Deputy Commissioner, he was responsible for the overall management of two major water pollution control plants (142 mgd capacity), 3,000+ miles of sewer system, more than 30 pumping stations and involving management of an annual $80 million Operations and Maintenance budget and a $100 million per year capital budget. Mr. Fangmann also served as Chief Sanitary Engineer and Project Manager for Nassau County, with responsibility for management of projects for the Bay Park and Cedar Creek Plants.
A recognized industry thought leader, speaker, author and field authority, Mr. Fangmann has been active in the industry professional societies for over 40 years. He has served as President of the New York Water Environment Association (NYWEA) and was elected to the NYWEA Hall of Fame in 2009; the Nassau Chapter of the New York Society of Professional Engineers (NYSSPE) where he was President and was selected as Engineer of the Year in 2008. He is an active member of the National Association of Clean Water Agencies (NACWA), New Jersey Water Environment Association (NJWEA), the Water Environment Federation; the American Society of Civil Engineers (ASCE); as well as the American Water Works Association (AWWA).
