National/State Pollutant Discharge Elimination Systems Under the Clean Water Act that is enforced by the United States Environmental Protection Agency (USEPA), the National Pollutant Discharge Elimination System (NPDES) prohibits the discharge of pollutants from a point source into waters without a NPDES permit.
